April Greetings to Everyone in Eagle and Routt Counties

After seeing the crocuses bloom and listening to the creek at home on Saturday, I drove through a blizzard to get back to Denver on Sunday. It must be spring in the mountains!

March and the first week of April were hectic, challenging and rewarding. Here are some highlights:

to our Capitol: First Responders.

HB17-1242 passed the House with a bipartisan vote on Third Reading, Final passage on March 31 with a vote of 41-24!!

HB17-1242, Referred Ballot Measure to Voters for new, sustainable revenue to fund a 21st C Transportation Infrastructure passed the House with a bipartisan vote on March 31.

The day before, Second Reading debate lasted over 5 hours! Some compromise amendments were added to the Bill in addition to the amendments already added by both the House Transportation Committee and Finance Committee. On March 22 in Transportation Committee, we had 79 witnesses, and over 6 hours of deliberations. There was overwhelming support by witnesses from all over Colorado!

Diane, Speaker of the House Duran, President of the Senate Grantham, and Senate Transportation Committee Chair Baumgardner at the press conference the morning HB17-1242 was introduced!

HB17-1242 passed out of the Senate Transportation Committee on April 11. If the bill gets through the Senate and is signed by the Governor, then the voters will decide whether to increase the state sales tax from 2.9 to 3.52 percent while reducing various fees now in effect. The tax increase would be 6.2 cents on a $10 purchase.

If the voters approve the measure in November, 2017, the funding would begin in January, 2018, finally creating a sustainable & reliable source of funding so our state can fund:

  • The priority projects that have consistently risen to the top in our grassroots, bottom- up transportation planning process and have never been funded
  • Transportation needs of every city and county across our state with direct local distributions of a significant portion of the tax proceeds
  • Multimodal transportation options for Coloradans from all walks of life, in rural, suburban, and urban areas.

I am thrilled to be named Legislator of the Year by Conservation Colorado!

Here's Conservation Colorado's announcement:

"I am excited to announce this year's Legislator of the Year award will be going to state Representative Diane Mitsch Bush. As a third-term conservation leader, Diane Mitsch Bush has continually stood up for the health of her constituents through her support of pro-environment and anti-pollution legislation. With a 100% score in our Conservation Scorecard, she truly represents the values of her constituents and Colorado as a whole."

2017-2018 Budget Passes the House:

The House debated the FY 17-18 Colorado state budget for over 10 hours on April 6 and almost 4 hours on April 7. The Long Bill, as the budget is known as because it is 200 pages in length (technical name: SB17-254), passed on Second Reading, voice vote on April 7. It passed out of the House on Third Reading, final passage recorded vote on April 10 with one Republican voting yes. It will likely go to a Conference Committee.

Representative Larry Liston (R-Colorado Springs) and Diane offering an amendment to the budget that would increase funding for Medicaid Transportation Services.

Four of my bills have been signed into law by the Governor, two will be in Appropriations on April 13!

Governor Hickenlooper signs my HB17-1152 with Representative Willet (R-Grand Junction) into Law on April 4!
